Known as "Asia's Largest Community," the Huitian Area has a permanent population exceeding 800,000. The prominent contradiction between its population, resources, environment, and governance capabilities poses significant challenges to community governance. To effectively leverage big data in advancing the modernization of the governance system, the Changping District Committee and Government, along with the Beijing Municipal Bureau of Economy and Information Technology, have established a joint working group to propel the pilot application of the Urban Brain in the Huitian Area. This initiative focuses on grassroots governance, establishes data sharing channels, accelerates the infusion of municipal resources into the Huitian Area, and explores innovative applications of big data in grassroots community governance.

 

Construction of Application Scenarios for the Huitian Area Urban Brain Pilot Project

As a cutting-edge exploration of Beijing's Urban Brain in grassroots governance, the Huitian Area Urban Brain pilot project constructs a foundational framework leveraging Changping District's existing resources. By incorporating municipal-level data, it establishes seamless data aggregation and integration channels, visually presenting the operational trends at the municipal, district, and street levels. By connecting the "proactive response," "immediate response upon complaint," and "whistle-blowing and reporting" work order circulation systems, a comprehensive event handling loop is achieved. In community governance, a refined population management system is developed to meticulously manage the data on residents and housing, thereby reducing the workload of grassroots administrators while empowering communities through various big data applications.

 

Digsur serves as a key participant in the Huitian Area Urban Brain pilot project, primarily responsible for the construction of application systems such as refined community management and spatio-temporal big data services. Within the refined community management system, a community population data foundation is established, alleviating the workload of grassroots managers and guiding them to serve the community with focus and purpose. The spatio-temporal base map data connects with existing big data platform resources at both municipal and district levels, performs unified coordinate transformation for various thematic data, enables unified display and usage, and provides corresponding service invocation interfaces, thereby supporting the spatio-temporal data foundation.
